What is “peak” and “off-peak” in Brazil?
By definition, peak is the window of hours in which the peak of daily demand occurs. Off-peak is the entire remaining time. It’s that simple!
And the wire fees charged by the concessionaires are those defined by the regulator (ANEEL) for peak and off-peak hours.
For quite some time now, peak hours have been expanding. Before, they were concentrated in the late afternoon/early evening. Now they also occur in the middle of the afternoon!
So what?
The current definition is NO longer consistent with reality.

Consumers are encouraged to transfer consumption to off-peak hours (when rates are cheaper) BUT they are in fact intensifying peak hours.
So what?
The current system makes it more expensive for everyone because it encourages an increase in peak hours!
Power sector leaders need to quickly redefine the peak window to include the middle of the afternoon. Or would we prefer a disconnect between peak and off-peak at the expense of those who pay the bill?
It is high time to see what the countries at the forefront have done and are doing in this regard!
